[Maker’s Mark][1] is sponsoring a NCAA bracket competition for all of their Ambassadors. Some Ambassadors are more equal than others though:

> One Grand Prize will be awarded to the winner of the Full Bracket contest consisting of two tickets to Kentucky to attend the Thoroughbred & Redheads weekend in the spring of 2007, including airfare and lodging (ARV $3,000). Due to state regulations, if winner is from CA then prize will be substituted by a shotglass.

What kind of regulations are they?
